has anyone had the same experience suppliers (suttons )say they have had no other complaints can anyone help

Well, I've had the opposite experience. I never expect my Sweet William to bloom its first year from seed. Most Sweet William is biennial, that is it doesn't bloom its first year, but in its second. Then it drops seeds and the cycle begins all over again.

Next year you should have lovely Sweet Williams. Start them on a fertilizer program next season, to keep the flowers coming, always follow the directions on the label.

I think sweet williams only flower in their second year

If you water them too much it all goes into leaf, and they don't flower. Check how much you're watering.
