The scent is strong on the passenger side. I have a 2003 dodge neon. Can anybody help me?

First, check the smell coming from the exhaust pipe. A lean burning engine will emit a rotten egg smell, sometimes misdiagnosed as a plastic smell.
If that's alright, you probably have a wire overheating under the dash and should be checked out by a qualified technician.
Check for exhaust gasses entering the inside of the car.
Also, check for oil leaks under the hood. If oil is getting on the exhaust manifold, it can give off some strange odors. Hope this helps. Master tech 40 yrs.

A good place to start would be to check and see if there is a plastic disk behind the rotor on your passenger side tire. A lot of car manufacturers put them in place to help with air flow to the brakes. The drawback is if you have any brake problems or wheel bearing problems, that will sometimes create enough heat from the friction to begin to melt the plastic. I've even seen one or two catch fire if not serviced quickly enough. Good luck.

Ohhhh NO!!!! Be cautious man your car may blow up. I have a friend who has same car and year model, and he is now dead because his car blew up with that same problem. I believe your car is leaking gas through one of the vents and in the process is melting plastic (you are right) located near under the dashboard.

Get rid of that car and buy a new one. Perhaps a Mercedes Benz or a Volvo surely that is reliable. Take good care man.

Check to see if a plastic bag got rapped around your exhaust pipe.

Its probably the plastic splash shield on the fender.
It could be loose or your serpentine belt is shredding and hitting the shield from inside.
