Was GTA Vice City made like scarface or after scarface?

i was watchin scarface and i noticed the simmularity and i was wondering if vice city was made like or after scarface because they dreess alike talk a little and in the same buissness

I believe that vice city came out before the scarface game.

Seen as Scarface the movie was made in 1983, its obvious the game was made from the movie....
it even has the same soundtrack too if you listen.
some of the missions are similar too.

EXCELLENT game... my favourite in the series!!
