Hehe, I like such teasers. Here's my solution:

((2 / 8) + 6) x 4 = 25

How's that?

(6/2) + (8/4) = 5

5 squared = 25

OR

(6+4)/2 = 5 Cube root of 8 = 2

5 to the power of 2 = 25
