Windsor would certainly be one of the two--the other would possibly be Warwick. Dover is also very large, with an extensive network of underground tunnels. Of course, some of the largest castles in Britain would actually be found in Wales. Caernarvon and Caerphilly, for example. Edward I built these massive fortresses, along with several others to keep down Welsh rebellion and establish secure Norman rule along the Welsh marches.

the two largest castles in England are the largest being Windsor Castle built in 1080 for William the Conqueror in it was originally part of the outer defences around London, the second largest castle is Alnwick Castle in Northumberland it was built around 1096 by Yves De Vesgy who became the duke of Northumberland

If you really want the biggest, it WAS Hereford Castle. Leyland references it as 'bigger in circuit than windsor'. It was ordered to be completely removed by Cromwell as it's formidable power was wintessed first hand. When it finally fell, parliament lost no time making sure it was never again to rise. The start of it was built by conquest baron William Fitz-Osbern, as a base for his marcher lordship. It was very powerful and manned with far too many troops, all who were constantly active on the frontier.
