Yes. Every 15 year old should register. When your number comes up, you must report to a clinic, where you will be allowed to select a partner who appeals to you. If no one does, you will be assigned a partner. You will then retire to a private room. A camera will ensure that sex actually took place.

I wouldn't say it should be "mandatory", like a course at school for example, but I believe in the old saying of "don't knock it til you tried it".
What I am trying to say is that although we all have our preconceptions and viewpoints about gay sex in all its forms, we still can't tell if it's the right lifestyle for us until you tried it.
Some people think it's a disease, others it's a gene you're born with, others say it's the environment we grew up in, etc...
I am lucky; I never was prejudiced against gay (had a few gay friends before I got married) people, and also being sexually open to new things all the time I was introduced to the lifestyle when I was in college and finally discovered it wasn't what I thought it was. The experience permitted me to discover and finally admit to myself that I was bi-sexual; I like it both ways, yes!
What I find sad is people who categorically discmiss and judge the lifestyles of others ever though they have no idea what they are talking about, not having the open mind to at least give it a chance.
It's not about forcing people to experiment with the lifestyle, it's more about people having an open mind to different possibilities. You can't know you're gay or not at the age of 15 for example; you don't know if 10 years later (at 25) you will feel the same way...
