particles do decay, especially reactive things like uranium, it's all to do with half lifes. Bit sketchy i know but trying to remember GCSE chemistry. So i think time does have a factor on an atom

time is an illusion... a human-invented fabrication to help us conceptualize the process of change. if something never changes and never witnesses change, then I suppose theoretically there would be no need for a system of measurement for change such as our "time".
