Do a search of the reports prepared for various presidents (I believe Nixon was one) where commissions looking into the possible legalization of marijuana concluded that it would be a good idea. Open with a quote from one of those commission reports. You can also do a search of the federal government program that is growing pot for medicinal uses (yes, they do...and it's put into pill form and used in limited test cases!) Finally, there's a book called "Voices From the Drug Culture" by Harrison Pope, Jr. If you can find a copy, it will give you insights into the beliefs of your (presumably) hostile audience. FYI: I am not a pothead, but I find this whole idea of criminalizing marijuana to the same extent as other drugs silly given the access to alcohol and tobacco.

Show like, twenty photos of drunk driving accidents that happened IN and around your community, and then show how many were due to Marijuana. (Probably ZERO) The fact that Alcohol is legal and Marijuana is not should be an obviouse fallacy of logic right then.
There are other examples that can outweigh the Marijuana vs Alcohol point too by the way.
Note the rediculous anti Marijuana commercials in the days of yore up until now, and adjoin it with the Media's control of the public.
OR... the BEST way... pass around a joint to everyone and ask them how they feel.

If you are giving the speech then I would guess you already know all the benefits of the marijuana plant both medicinally and domestically. I thought I heard once that hemp - or was it hemp oil - could be converted to a fuel that would be efficient enough to run a vehicle or heat a home. Might want to check on that because I am not sure. I DO know that clothing can be made from hemp plants, and lotions that have a hemp base make your skin SUPER soft. Smoking marijuana helps people who have nausea and can also help them to sleep if they experience insomnia. Those are my ideas.

Wear a suit and tie and start with the intro saying something like the government will not make us relax because they can not tax natural painkillers that can relax you and bring happiness.
If you are gonna do a speach about this topic you may as well go all out to get peoples attention and blow everything out of preportion.

Tell them that marijuana is ALREADY legal. The Ninth Amendment of the US Constitution guarantees people the right to grow & use it, like George Washington did.

It used to be legal in the US and the world was fine!
I'm saying attack their mindset of "alachol is ok, weed is bad" because really, booze is really bad for you.
