Simply ignore him completely. Just act as if he's not there. Being ignored had a far greater effect on people than any response you might give. If you acknowledge him in any way, no matter how small or rude, it shows him you are taking notice of him.

Why is this in economics?? Just tell him to stop looking at you or you will have his eyes forcibly removed with a pair of tweezers. Job done - whats the problem? Idle threats never harm anybody..

Please don't lower yourself to hatred. Just totally ignore him; don't ever make eye contact. If he ever does say anything to you, stay polite but disinterested. Unless he's up to no good, he should get the idea that you're not interested. If he actually does something offensive, report him to the police.

If you cannot say anything to him then write him a note and let him know your feelings. If you cannot then don't look his way, just ignore him. If you let him bother you and he sees it then he will continue.
