first ,you need a domain name and a host before creating the web page you want.

If you need a primary domain,for eg yourname.com,then you should see whether it is available and then buy it.If you are happy with a secondary domain,for eg yourname.freeservers.com etc,you can have it free of cost.

Once you have your domain,you need to host it with some domain hosting company.Many free web hosting companies are available.

Finally the content : you can do your own webpage for which a lot of resources are freely available on the net.
