Whether you are male or female this can be construed as sexual harassment which has laws / procedures in situ for dealing with such matters. The offending person cannot say 'it was just a bit of fun' as that is not acceptable as an excuse. If this is making you uncomfortable or you're offended than it is wrong. You are quite within your right to make an official complaint right now.
Speak to him first if you prefer and give him a copy of the regulations and see if that does the trick. If not then warn him it will go into a formal complaint and out of your hands after that as the powers that be will have to investigate it.

Simple. Report him to your manager. It is sexual harassment in the work place. No point in threatening that you're going to tell because this pervert will just stop bothering you and move on to another unsuspecting innocent (if he isn't already) . What a loser! Can't believe that anyone could be that desperate for sexual attention! By the way if your manager doesn't do anything, please go higher up the chain. Someone will have to do something or the company will be held liable. So make sure that you document all your discussions with your manager or take a witness in with you when you have your discussion if you feel comfortable enough with discussing it in front of them!

Tell all your girlfriends at work and arrange to show him that it is not worth looking at.
next time he gets it out, stand in front of him, point and laugh, and shout your friends over to do the same, he will be so mortifed he wont show it to you again.
then report him to your boss if the above doesnt work.

Take a video of the pervert and post it on YouTube. E-mail the video to his mother and professional organizations. Make a hundred copies of a few good pics and place them everywhere in the workplace, including your manager's mailbox. Send one to his mother and sister. Then, superglue his office, car, toilet seat, life, etc. Invite local news reporters to visit your workplace and do a story on sexual harassment in the new millennium, call your representative and senator and ask them to send an aide over to assess the situation, send the pervert flowers at work from "Your darling, Frank". Buy him a bouquet of penis shaped balloons and have them delivered at work from "Your eternal spiritual guide, Abdul Bin laden". Send a bouquet of penis shaped balloons to your boss's wife from this pervert saying, "I want to lick you." Sell him on the white slave market. Or, the underground organ donor market. Do as much as you can all at once in a three day blitz.

tell him to his face that if he does it again, you will report him to the manager or whomever. the guy is frankly an attention-seeking saddo, who ought to grow up and act like his age. he is being a total nuisance as well as a pervert by doing stupid things like this
