Belarus has never had circulating coins.
Afghanistan hasn't issued circulating coins since the 1980's.

Both of these countries have banknotes with extremely low face values in place of coins.

Here's one more:
Zimbabwe no longer has any circulating coins due to rampant inflation. They currently have 'Bearer Checks' (banknotes) with face values of 1 cent through $100,000
