Typically, before elections, politicians pull some stunt (referred to as "wag the dog") to pull up their ratings.
With some many things falling apart 1 mth before elections (eg. Foley scandal, Bob Woodward book, Iraq War), there is suddenly lots of attention to catch Al-Qaeda... Earlier today, they tried but failed to catch some Al-Qaeda leader. Some also said that Osama is already captured and that he will be produced just before the election.... :)

Speaking of "wag-the-dog," I still say it's more than a coincidence that the Mark Foley thing came out only a month before the election. Now the liberals are trying to spread the scandal by implicating Speaker Hastert. Now, who is wagging whose dog?
