Definitely polish first, preferably with a damp cloth. Dust kicked up by the cleaner is minimal, especially if you use a modern Dyson-type machine.

polish definitely. no point in hoovering and then knocking all the dust onto your nicely hoovered carpet.

always polish first, then hoover. then check for dust again, to make sure your hoover is not emmiting dust if it is change hoover bag or clean filters where fitted.
