The Prime Minister has the only chair with arms (incidentally, the PM also sits with his or her back to the fireplace). The Ministers all have chairs without arms, and they are arraigned at the Cabinet table in order of seniority. It's all to do with the symbolic representation of the Prime Minister as the 'first among equals', although I haven't found any convincing description of when or by whom this was started.

I've heard that the PM's chair has a hole in the seat, which the rest of the cabinet can use to show their respect and admiration.
