I'm looking for a good atmospheric movie for Halloween (without the gore, so no slasher movies). I'm think along the lines of Sleepy Hollow.

The Sixth Sense: A very eerie movie with a wonderful story and great acting. Its no slasher flick, but it will definitely keep the spooky Halloween atmosphere.

Rosemary's Baby, if you don't want to use Sleepy Hollow, which I personally think would be great. It's hard to find scary without gory, after all.
How about some of the older horror movies, which don't seem so horrible from the perspective of modern times? Frankenstein, for example, or Dracula, or Phantom of the Opera. An old black-and-white movie would not be as gory, just because the lack of color would make the blood less real-looking and obvious.

Perfect Storm has a lot of atmospheric phenomena....Actually, I suppose you mean "atmospheric" in a thematic sense; in that case, how about The Ninth Gate?

lots of darkness lots of candles throughout. Pumpkin tops good as a chinese lanterns, you can pick up pumpkins for $2, candles 10 for $1, and chinese lanterns from a bargain store. very cheap very effective!
