If you are talking about semi-permanent lows, then yes, there are two of them globally that are the cause of Monsoon effects in those regions. One of them causes the Annual monsoon that you spoke of in Mainland China, the other is in the Southwest US and causes moisture to stream up the mainland of Mexico each year and provide monsoon rains in AZ and NM. These are the sources of the only two true monsoons in the world.
