My kids made some "jingle ghost". Use the white styrofome from your meat trays, cut out some ghost figures, hang bells from strings at the bottom. Hang them outside for weatherproof windchimes.
I also like the idea of sheets over your furniture with cobwebs and different colored light bulbs.
You can also just dig up an area in your yard for grave sites. Put any kind of bricks, broken hadoc blocks, etc. for the border. And use those cheap tombstones that you can buy just about anywhere that sells halloween stuff.

Save cans from all your canned goods (make sure the sharp edges around the lip are filed down.) Punch holes in them with a nail or drill - it's surprising how EASY this part is! Spray paint them (black, orange, white, purple) and decorate accordingly. You can make jack-o-lanterns, witches, ghosts, etc. Put a votive in each, and you have instant luminaries!
Or, do it this way:

You can even punch holes near the rim, thread through some wire, and hang them. I reshaped a wire hanger to dangle three wired cans from for a grouping.

if you have a dollar tree or dollar store near you they usually have some cheap neat stuff. i know they carry the black light bulbs and some cheap candles. just remember to put them where costumes wont brush up against them. anything that makes it dark where shadows will make the mind go crazy trying to figure out what it is. you can make ghost out of white trash bags and stuff with left over leaves from the ground or left over newspaper. for smaller ghost use bathroom bags. the dollar store also has spooky music just to add to the spook. if not its kinda fun to record your own spooky sounds. good luck and remember to make it fun or it becomes a chore.

use white tisses to make ghosts. Tightly ball up one tissue to make a head, then drape another tisue over the top of it. Tape around the neck or tie a white string around the neck. Use a black marker to make two dots for eyes.

you can use old clothes to stuff with newspapers and make dummies. get styrofoam or cardboard, cut it in the shape of a tombstone, spraypaint it black. use loathe or other types of wood to make a fence around the grave yard. strobe lights always give an erie effect.
