DC had a short-lived character called the Sandman (drawn by Jack Kirby, IIRC) but not connected with the other hero also Sandman. The one I have in mind had two assistants, Brute and Glob, and they lived in the dream dimension, from which they would emerge to fight supernatural evil, etc.
Then, Marvel in their New Universe had a hero (I forget his name, Night-something,) who could enter other people's dreams, and interact with them while they were dreaming. He had a crescent moon-shaped birthmark on his forehead, and he eventually became a psychiatrist. He would give people hypnosis and then help them work through their problems.
Dream Girl of the Legion of Super Heroes could see the future in her dreams.
I think the revised version of the Atomic Knights were asleep in suspended animation and gained some kind of powers that way. (Originally, they were characters written in the 1960's, surviving in a post nuclear war world set in the 1980's. When the time of their war came and went without having it, they had to be updated.)
Those are the only sleep-and-dream related characters I can think of.

There's about a dozen. Heck any decent telepath is able to as well.
Narrow the focus a bit. What universe, Marvel or DC? Can he do other things or just dreams?

I'm pretty sure there was an X-man character that could do it.. check the Marvel website... it was a kid who could manipulate dreams, and he did it to wolverine

dunno in case you will evaluate her a superhero yet i might opt to be Hermione Granger, i do think of she's surprising nevertheless i do no longer in basic terms like the assumption of her marrying Ron,are not getting me incorrect, i like Ron yet i'm basically no longer into the assumption of her marrying Hermione sorry Ron-Hermione followers. So yeah, i might opt to be Hermione.
