Make her into a "Pixie".

You could buy those pointed-ears off the shelf at the costume shops, which are usually pretty cheap.
Next,make her wear a brown/green swimsuit/bikinis.
Get a piece of satin and cut into 2 pieces. One to wrap like a short skirt, the other to wrap around the shoulders to cover the upper part of body. You may want to choose earth-colour for the fabric and sew on some artificial leaves to enhance the look.
Lastly, make her a floral crown for the head gear. She could turn up at the party in sandles or bare-footed and she'll look like a cute little pixie.
Unless it's winter now over there, then this outfit would not be advisable for outdoor party. It'll be freezing....

Have Fun!

In Texas, we have the Renaissance Festival every year in October. People dress up in so many different costumes from that age. Not so much fairy but maybe princess maid? The costumes are so creative. If you are that creative, look in books that show different costumes or dresses during that era. Even take some hints from "Shrek" those fashions are very cute and appropriate. Although I don't condone Barbie, there are alot of ideas you can get from that line.
Good Luck and I hope she has FUN!!!

She may be a genie, or a 50's female. Deviled Egg: dress in all white and paint or connect a yellow circle on your abdomen. Then placed on devil horns and carry a pitchfork. iPod commercial dress in ALL black, and use black make-as much as cover uncovered epidermis. carry around an iPod and dance wildly. # Operation activity guy placed on gentle crimson or flesh-coloured clothing, with a crimson clown nostril and faux wig. Use felt to create activity products (butterflies contained in the tummy, broken coronary heart, wrenched ankle, and so on.). connect the products to the perfect area on your physique with velcro. non-compulsory: carry a huge pair of tweezers so people can try their success at removing your factors, and carry a hidden hand buzzer. French Kiss Use aluminum foil and padding to make your self right into a great Hershey's Kiss. upload a French beret and . . . voila! desire those artwork!

Have her come up with ideas, and make an agreement that you will assist her to make the costume. At 12, she should have some responsibility in this (unless she's simple?). It's hard to look "cool" and trick or treat at 12 years old.
