If most people in the world use Microsoft Windoze then you will find that it will be the most heavily attacked..makes sense, whats the point of making a virus for a system like mac osx or linux when they only have a 20% to 30% share of the market between them. Virus writers sometimes do it for financial gain or mainly because they can, then of course you get the "script kiddies" a term used to describe people who slightly modify other peoples code and call it their own, or use virus creation tools...
I believe you are going down the conspiracy theory route when you say that antivirus developers create viruses, trust me there are enough people out there creating them with the developers making them to!!

Virus writers do so in hopes of gaining fame, initiation into virus writers guilds and some for hopes of obtaining personal info such as credit card info. Microsoft has even hired virus writers in hopes of making Windows more secure. Ever watch the show series it takes a thief to catch a thief?

No, it is a combination of both. I know I would write a virus and advertise that my $50 software is the only that can cure it if I had the time. I also would also develop viruses for other OSes I don't like if I had the time as well. But mostly I would do it to prove to myself that I can.

Modern day viruses and malware are often made by organized internet crime gangs, mostly in Eastern Europe and Russia. The reason is profit: denial of service attacks, credit card # theft, identity theft, creating spam mail botnets, selling extortion-ware.
It is an urban-legend that major anti-virus makers are creating the virus, that story has been circulating for years.

Your question is: WHO? They are programmers. ANY person who is capable to make a program is a "CANDIDATE" to be a virus programmer/writer. But the true writer are those can make self-replicating programs. Yes, they became idiot, because first they are creating 'good' programs and only then they creating 'bad' programs for various reasons...

Yeah you are right. Most of the tough-to-go virus are developed by reputed antivirus companies, with McAfee being the traditional leader.
