Of course. The quality deteriorates over time, and there is an expiry date. May be it is a long time in the case of welding rods. (You can check with a local hardware shop about the general expiry period for these.)

If you are selling it, you can send some pieces as samples to the customer to check before buying. If he is satisfied, no problem with it.

Have a nice time!

In a way there is an expiration date for welding electrodes, but only if they are stored in wet place. If properly packed and sealed inside a PVC cover, they can last for ages.

However, if Your stock is loaded with electrodes, whose packages are stacked one over another, a damage of shell around the wire can occur, and those electrodes are less usable than the new ones. Make an inspection of the outer electrodes in the pack and find out if they were damaged. Then You should make a decision to sell them at lower price or to throw them away.

theres really no exp date but what matters is whether or not it has been properly stored if its been sealed then chances are they are ok if they have been opened but stored in a dry area where moisture cannot get to them they should be alright what you need to determine is whether they have moisture in themm as if they look like the outter coating is flaky or powdery looking the best way to find out is to just try one on a scrap piece of metal and see if it seems to weld ok or not but as far as exp date ! nope
