What happens if a Romanian citizen is gone for a number of years, then returns to Romania. Upon returning, she discovers she is pregnant. Are her doctor/hospital expenses covered by the State? Or does she have to pay the costs?

well ... here is a small problem ... if "she" ... is a Romanian citizen, she will must pay the years she missed from the paying to the Romanian medicine department the monthly payment from her salary .... for example: my dad dint work for 1 year ... he got sick ... if he went to doctor ... he needed to pay 280 RON, Romania new currency, that about 100 $... if that person - "she" - doesn't want to stay in a state hospital that she can get birth into a private hospital which is more expensive ... around 800 $.... but the child will be a Romanian citizen ... her choice .... Anyway .... she can stay in a state hospital ... get birth ... but after that she needs to pay .... her choice .... Hope i helped !

If she has a Romanian Passport and Buletin, She can apply for state help..but why should she.?? If she has been abroad, i think she will opt for private care...bit expensive, but somewhat better..how much better?? this i dont know

i guess they are covered by the state since it is an emergency. though, just to be sure, she should pay the security price for a month (it's not high, at about 5 euros).
