From chembur, the best route to parel and lower parel is via chembur naka-suman nagar-everard nagar-sion-king's circle-dadar tt-parel. This is the fastest route and the best one to use at any time of the day by bus, taxi or any other means, since it is an arterial route with flyovers that enable the free flow of traffic. Once you reach parel bridge, you can take a right from under the bridge to go towards parel (west) and lower parel.
The direct buses which ply on this route is superfast bus no. 8 (which runs from shivaji nagar and has bus stops diamond garden in chembur and at parel bridge in parel) and also bus no. 8 Limited (same route). Please note that superfast 8 and bus no. 8 Limited are two different buses which ply on the same route. Also, there are other direct buses like 6 Limited which starts from chembur camp and 21 Limited which starts from trombay and picks up passengers at the diamond garden bus stop, chembur. You can also (if you like), take the Air conditioned bus no. A4 which picks up passengers from akbarallys bust stop at chembur naka and goes on this route. Superfast bus no. 8 is the best bus because it stops at very few bus-stops along the route.
Please note that all these buses mentioned above stop at parel (east) at parel.
It would be advisable not to use any other alternative route or bypass road like the one from dadar west to lower parel, since these other routes have narrow roads and many signal junctions which only lead to traffice jams and more waste of time even though the actual length of the route is small. However, if you want, you can still take a calculated risk by opting for bus no. 92 limited from ambedkar udyan in chembur, to go upto lower parel at parel west
Also, it would be advisable not to travel by train, since you will have to switch trains at kurla and dadar stations, which will make it more time-consuming to travel if you take into account the waiting time for the train's arrival, even though the actual train distance is shorter.
