US Outlaws Online Gambling
Posted: Monday October 2, 2006 at 2:20PM Eastern Time
In the closing hours of the US Congressional session on Friday, September 29, 2006 the Unlawful Internet Gambling Enforcement Act of 2006 (H.R.4411.RH) was attached
to the Safe Port Act of 2006 H.R.4954.EAS.
To the surprise of many, the bill passed both the House and the Senate, and Bush is expected to sign it into law this week. This effectively outlaws online gambling in the US, by way of making it illegal for credit-card companies to collect payments for bets. The financial markets punished the stock of online gambling companies as some prepared to pull out of the US entirely.

If you're talking about the recent bill passed through Congress, no, but only since it was already illegal.
This rider to a completely unrelated bill makes it illegal for credit card companies and other financial institutions to process the transactions. This gives the prohibition of gambling some heft because now they can go after large, established companies instead of little fly-by-night operations that can disappear without a trace.

not yet. but it will be as soon as the president signs it. they snuck it in in the port security bill, so he has to sign it. They need to stop bundling things up that have nothing to do with each other up in one bill.
After the bill is signed, it will be almost impossible to deal with an internet gambling company with a credit card.
