I tried calling a friend of mine, but when I called the number a message said, incorrect # please dial again. He's notorious for being late on his bill, but what this mean that Sprint finally cut off his service or does it indicate that he changed his phone number? Does anyone know what that message means?

you may have dialed the wrong # call operator for assistance, if he hadn't paid his bill and the number is cut of the message would say this number is no longer in service.

Ask your friends and his freinds for the correct number. He probably didn't pay his bill and Sprint won't release the number untill he does. In most states the phone company doesn't have to allow number porting if the account is not current.

Call Sprint to find out what the message means.
