I left some notes to them @ door before and it did not work at all so I have to come up there talking to the tenant. They denied all and told me this was my problems hearing the noise, they sleeping and have no idea. I complainted their children was running too much (I saw them through the door) and their mother told me they are 6 and 2 years old, they can not understand English, no law on the world ask them do not making noise . I told her you are their mom you have to control them, she told me they still are babies and she can not control them, just let them like that. If we have any law like that around. Please help me find a way out. I really do no want to argue to those people, even my HOA sent them letter, they did not care at all and told me they keep living like till more 9 months because they just moved in .
Tell me, what should I do now?

Call the police. They will give them a warning. If they continue you keep calling the police they will soon get tired of you calling the police. If they don't stop when you know they are sleeping you take a broom and hit the ceiling with it or you turn the Radio a little loud be the noisy neighbor too. You can ask for a transfer to an upstairs apartment too. I live upstairs in an apartment and i have an 8 yr. old, a 9 yr. old, a 15 yr. old, and a 17 yr old and my neighbors down stairs from me don't hear me. you can control your kids know matter how old they are. it's call showing a little respect. sounds like a good idea, make noise and annoy them, LOL!! But maybe you can look at it from another perspective. Children that age are getting their motor skills sharpened and need to run around.
Unfortunately, you live downstairs from that noise, its annoying but really, there is no law breaking they are doing letting their children be children in the privacy of their home.
Try to put yourself in their shoes and you having the children, are you really going to stop your children from being happy and playing like they should because of a downstairs neighbor is annoyed? Those are just the downfalls of living in an apartment complex, I would start looking become motivated in saving some money for a house, no one tells you a thing there, good luck.

Since you already asked nicely and that didnt work just act ignorant like them, everytime they make noise take your broom and bang it on the ceiling so they can get the point that you can hear them, if that dont work call the police on them.

Get an upstairs apartment. Better to be the hammer than the nail.

Turn your favourite music on if you want to enjoy yourself. Or, even better, turn opera on... A bit louther... Many people don't like opera, and if you are one of those, eventually you will start liking it. That is what a friend of mine used to do and it worked.

start making some sort of noise that annoys them as well...u must have some advantage of living downstairs...think ..and give it back to them
