I think you could pull off the wicked witch cotume cheaply enough. Some coloured leggings, an old dress from the opportunity shop and straw for fake hair (raffia). Make a pointed hat and some funky makeup and perhaps a fake pointy nose from a costume shop. I think you could get away with it for well under $100.

Go as an M&M.
Get a couple big peices of heavy duty fabric (Yellow or Red, Green is the girl) and sew then together. Leave a space for your head and arms to come out he top and sides and just slide it down like a big oversized shirt. Wear a white long sleeve shirt and white sweat pants and shoes. I guess you could put a big "M" on it too. And maybe face paint to match the color???
That shouldn't be too expensive.

Dress as 1. Maverick (gambler) 2. Cap. Jack Sparrow 3. Payne Stewart. (golfer) you can buy all the stuff you need for a WONDERFUL out fit at the thrift stores.

Do something with clothes you already have. Mix and match. Go a little crazy. Pretend your house was on fire and you had to dress in a hurry to get out.
Wear what you would wear to a shipwreck. Just do something fun. Mismatch your shoes and socks. Maybe wear pajama bottoms and a suit coat.

check out the thrift stores in your area, you could go as a doctor in scrubs, or a graduate [find graduation gown,],a scare crow outfit with pants and a old shirt and straw hat....a chief with white pants and shirt and hat,

A cereal killer....you know...tape boxes of cereal to you with little plastic knives in them...corny I know but definitely cheap
