Israel Kamakawiwo'ole also known as Braddah Iz...Hawaiian Superman! It's actually a mix..Somewhere over the Rainbow & What A Wonderful World. I love that song. It's very sweet.

Many people have done this song; with the ukelele it might hae been Don Ho...............
There was a very touching use of this song in one of the HBO "Taxicab Confessions". The show started out with a particularly upbeat, fast tempo metallic version; also inbetween some of the stories. But it closed with a sorrowful,, poignant rendition by Willie Nelson.

Sounds like maybe Don Ho. I'm not really sure, I though he and all his fans died out about an eon ago. You could try music catalogues.
