Behavioral Plan be part of an IEP? Or is it just an optional additional document done? I was under the impression that if a childs behavior impedes his own or others learning abilities, that it was a required PART of the IEP, not an additional document.

The behavior modification plan should be included as a part of the Individual Education Plan (also known as the IEP). The plan should be written geared to the child and their individual needs because each child is unique even with the same diagnosis. It would help in essence keep consistency for the individual student in how it is approached.
