NTLDR (abbreviation of NT Loader) is the boot loader for Windows NT, including its later versions (2000/XP/Server 2003). NTLDR can be run from either portable storage (such as a CD-ROM or USB flash drive), or the primary hard disk. NTLDR can also load a non NT-based operating system given the appropriate boot sector in a file.
NTLDR requires, at a minimum, the following two files to be on the system volume: NTLDR, which contains the main boot loader itself, and boot.ini, which contains configuration options for a boot menu. To load an NT-based OS, ntdetect.com must also be present.
So, you do not need for reformat your pc. As a matter of fact, reformatting would be a waste of time. You need to reinstall Windows (now there's a project, hope you have all day). Apparently your boot.ini file or ntdetect.com is missing or corrupted.

Cause:
1. Computer is booting from a non-bootable source.
2. Computer hard disk drive is not properly setup in BIOS.
3. Corrupt NTLDR and/or NTDETECT.COM file.
4. Misconfiguration with the boot.ini file.
5. Attempting to upgrade from a Windows 95, 98, or ME computer that is using FAT32.
6. New hard disk drive being added.
7. Corrupt boot sector / master boot record.
8. Seriously corrupted version of Windows 2000 or Windows XP.
9. Loose or Faulty IDE/EIDE hard disk drive cable.
Solutions:
Computer is booting from a non-bootable source
Many times this error is caused when the computer is attempting to boot from a non-bootable floppy disk or CD-ROM. First verify that no floppy diskette is in the computer, unless you are attempting to boot from a diskette.

yes, it can be fixed, ntldr is a file, it's on the XP CD
boot your computer to the windows cd
open Recovery Console
type in:
copy D:\i386\ntldr c:\windows\system32, assuming D:\ is your CD drive letter
it should tell you, one file copied
type exit to reboot

Me thinks you'll need a Windows XP (Pro or Home, whichever one you have) boot / install CD. You need to get to the "recovery console" to fix this. You can try a "fixmbr", a "fixboot", and then a "chkdsk /r" from the recovery console. I give it about a 50/50 chance of working.
