I am looking for a simple procedure on how to locate this part, how to safely change it, and what tools are required?

I am not sure about the 2003 model year specifically, but I know that on earlier models of Explorer and Ranger pickups it is tucked into the driver's side frame right below the edge of the firewall. Also, there is supposed to be a tool for unclipping the tubes to the tank and to the engine, but on the older models I was able to use a pliers to remove the little plastic clips, after which the fuel lines slide off easily. The best thing to do is to get a manual for the vehicle, such as a Chilton's manual. I find these to be generally very helpful when trying to replace parts and repair problems on my vehicles. If it isn't in the same location as on the earlier models, the best way to find it is to trace the fuel lines from the tank to the engine. Be careful when disconnecting it, because there is going to be gas in both the filter and the lines, and it will run out.

hmm, i have never owned an explorer before, but on previous fords that i have owned, the fuel filter is located under and beside the gas tank, next to the fuel pump.. That is just a guess, every model is different, but to get accurate info, refer to the owners manual... look under fuel index

i own a repair shop,and its located on the inside of the passengers side frame rail,,it mounts on a bracket not far from the gas tank,,once you get down there you,ll see it,,it may be a little dirty,but you,ll know it when you see it,good luck,,be care full changing it,,there will be a little gas come out of the line on it,id take the battery cable off of it just to be safe,,i hope this help,s.

Drivers side just ahead of the rear axle,you need a little cheap plastic tool, any auto parts store.

Some cars have the filter in the gas tank.
