The war on drugs is a loser--sorta like this war in Iraq. Once again you gotta follow the money--the grants police get/monies/forfeitures/court costs-----how would communities make-up for the losses is they decrimininalized pot? By taxing it or course. Then you gotta look at the theory of government from the conservative perspective. Smoking pot "creates thought" and individual asperations. They can't control us as easy if we have that--so as long as cons have a say pot will never be legal.

I don't think it is about money. I think it is about promoting a safer society. I personally feel and have seen first hand that pot is a gateway drug. Ask any hard core drug user and they will say that their first "high" was using pot. I live in Vancouver, BC and can tell you that marijuana grow ops are rampant here. And most of these grow ops have small children living in these mouldy and unsafe homes. Is this all worth it so people can get high? Decriminalizing it won't help either. There is always going to be competition, ie. quality, price.

The State of Michigan spends more money enforcing the law than they do busting almost any crime.

How much money does the state make busting people for murder or rape? $0.

How much money does the state make busting people for drugs. Some (confiscation of money and property).

Given that, it would seem that the state should decriminalize murder, rape, and other crimes the state makes $0 from busting, and focus its resources busting people for drug possession and trafficing, considering that could be profitable.
