If you want to get the green off, try pressure washing or sand-blasting. If you just want to get it clean, try spraying a heavy duty cleaner/degreaser lightly on the concrete and pressure wash.
Call or go to your local home improvement store and ask which cleaner they think would work best for where you live (sometimes the relative humidity and heat/cold can affect performance).

I know this sounds ironic, but try a product called Simple Green. It works wonders for me and is safe for the environment.

there are several commercial products available. Oxygenated (OXY-BOOST) bleach will also do the trick. Pour on stain and scrub with a stiff brush. Plain old Clorox bleach will also work. Don't get any on your clothes. :-)

You might try white vinegar, if that doesn't work, try getting the surrface wet and sprinkling baking soda on it. Either way let it set for about 10 minutes and rinse.
