We'll assume you are trying to send a hotmail email to a Canadian recipient. You do exactly the same as you would if you were sending it to a U.S. recipient. There is no difference in the addresses, and the systems are interconnected.
The address would be 'johndoe@hotmail.com' and that's all you need.

Canada won't fit in a hotmail email. They have like a 3-5 megabyte limit. hehe.

It's pretty hard to e-mail all of Canada to anyone, even more so using Hotmail. Not enough storage space really. You're gonna need a couple terabytes to store all of Canada (using compression, all that snow is pretty compressible I would imagine)
