Try the following: Oil of early evening primrose oil, Omega 3 supplements, and St. John's Wort. Some women also find 5 HTP helpful.
Any food with soy in helps. When I have PMS, I go out for Japanese food and eat Misa soup and Edamme. It always makes me feel better.
I think it is fine to give into the chocolate craving too, as long it dark chocolate so you receive health benefits. If eating chocolate makes you feel better, go for it!

Most women are estrogen dominant, meaning they have higher estrogen than progesterone in their system. You can bring this relationship back into balance by using a natural progesterone cream. I have seen incredible results using it for premenopausal symptoms!! This should help you with your PMS symptoms, too.

Natural Progesterone cream from day 12-26 of you cycle would balance out the excess estrogen and prevent your periods from being so heavy. This will also help any pain or cramping.

Hopefully someone else will have good answers regarding keeping the hormones balanced... but I will say I always keep a box of Kellogg's Frosted Mini-wheats on hand for that time of month...90% of your daily iron requirement in one bowl (we lose iron when we bleed).

Soya contains a precursor for estrogen. I don't know about for PMS but I do know it can help in menopausal women.

Other than that.... double-fudge chocolate ice-cream? :)
