it could be a flirt signal..
it could mean they just said something that they thought was funny and winked at you so you would laugh with them and they wont feel stupid...
it could mean something is in their eye...
it could mean "just kidding"...
it could mean "hello" to some people...

I wink when I am toying with someone in a joking manner, usually to a bystander, so that everyone knows that the interaction is playful.
