Start off with a cold air intake and a performance exhaust with header,and then put a fuel pressure regulator,with some cam gears Depending on your budget you can start adding some-more like taking off the head and porting and polishing it and add some cam port the intake and you will see a night and day difference if you need more put in a turbo and you will be beside the big boys in your 90 accord!!! if money is of no concern, then h22a swap with lower compression pistons and boost the heck out of it. if you are on a budget, then a cold air intake wil help a lil bit, as will a headerback exhaust with no cat. you could also get a more agressive cam and valvetrain (assuming you have a single cam f22a), that will really add some punch. a larger throttle body will help throttle response, and add a few more ponies. and of course, all the upgrades in the world are useless without the proper suspension setup, a good clutch, and some tires that grip.

Start off slow with an air intake, an exhaust setup, and high end spark plugs.
Remember, there are 3 areas you can improve your engine: air, fuel, and fire.
Air is most often the most restricted. Always work on airflow first. The easiest way to increase airflow is via air intake and exhaust. Don't spend a lot of money on either because they are all essentially the same (until you're talking about big money mods). Don't go for forced induction (ie, turbo, supercharger, nos) until you've done everything else first!
Fire refers to your ignition system. Use high quality spark plugs (I recommend NGK). You can get other things like ignition wires and a distributorless ignition system, but spark plugs are the key ingredient.
Fuel refers to your gas distribution. Unless you're making serious hp, don't bother with your fuel system. You'll only burn more gas with no benefit (known as running rich).

Engine Swap, Twin Turbo, Supercharger, Nitrous, Weight Reduction Kit, Volk Racing Rims, and Racing Exaust System. It should give you ALOT of boost after that and it will cost you about 50K for everything.

First figure out how much you have to spend and check out some aftermarket online catalogs like Summit Racing and Jegs for some bolt on stuff. Just remember to stick to a simple guideline that if you go fast you need to do stuff that helps you stop fast as well. :-)
