English is best if you want to be able to functional in high ranking globalized capacities. Most high level officials speak language because it is economically universal.
French is best for presenting a suave, debonair image. There's is a tremendous wealth of literary and cultural significance to the language. However, in a global sense, it has severe limits when compared to English.

French is the best language in my opinion, unlike english. In the language of poetry, French definitely has a lot more words that rhyme.
