So does it mean the Foley, at his advanced age, still does not know the difference between right and wrong? Is not/has not been responsible for his actions (mental incompetence isn't it called?)?

Or has he been molesting boys ever since his teenage years and just finally got busted?

They can thank Arnold! As a die hard commie liberal democrat, I see the religious climate in Washington as very much anti-gay and anti-women. The good ole boys club is threatened by "uppity" women and "homos". I will be at the polls and voicing my opinion.

I read that article and I don't see anything in it that makes this official Republican policy. Frankly, there's not much in it at all.
