As long as they are not system files, yes. For example, deleting things directly from the Windows folder is generally a bad idea. Some programs may stop working if you delete files they need though.

will depend on files deleted. if it is like user files - photos, e-mails, etc will not hurt system. if it is a system file, deleting it can and will cause problems. if unsure, programs are available to delete files on you computer. hope this helps
