who decides the houts of retail store owners or managers can the owners decide to close the bussiness at his/jher discreation

If it's an independent store, I would assume the decision would be up to the owners. However if it's a store that's in the mall, it has to be open according to mall hours. Where I live at least, the only exception is that a store can choose to not be open on a Sunday if they have an agreement with the mall.

The managers/owners can decide on the Operational Hours of Their outlets but the Working Hours of the workers there are governed by the local labour laws/regulations.

The manager is an employee. If he/she wishes to remain such, he/she will close when the owner says to.
