I recommend two options for you to consider. Option one is a outside perimeter drain. This would be installed outside your foundation under any shrubs. Hopefully your shrubs are not too old because the downside to this is that they may need to be removed in order to install the drain.
Option two is to install a french drain under the basement slab. This will require you to jackhammer a trench in your slab.
Neither of these options are an easy solution. If you have a new house perhaps your builder put in a drain already and it is not functioning correctly. If this is the case go after your builder.

If the leak is on the outside, you must dig around the house and tar the foundation. Check there isn't a crack though, you'd have to dig further. Find the source because it could just be around a window.
If it is on the inside - could it be a pipe? Could it be the sprinkers from the outside?
