Are there paved roads that will take me all the way from Calif. to Cost Rica?

Yes you can, I'm pretty sure the roads won't be that bad all the way to Costa Rica but some of the areas where you would be driving through are not what I would call "safe". You may run into more trouble than its worth.
My advice: Fly!!!

Yes, but that might depend on your definition of "paved" roads. However, I am fairly sure you can take highways all the way there. It just take a LONG time.
