a penny whistle we set you back probably less than 10 bucks and you can have a blast. You can also get a octave's worth of recorders for under 40$...easy to play too

a recorder, anything that you can buy for $40 or less that isn't a novelty instrument or a recorder is probably going to sound pretty crappy, or maybe a crappy harmonica
