Some dogs will bark at anything and doesn't mean they are a good watch dog.
Some people talk a good rap when they are trying to cheat or deceive you.

Dogs' bark are part of their natural instinct to alert an intruder is approaching or to assert auntority.
But often times, dogs' would bark at anything i.e. cats, kids, lightning, etc.
Therefore, it's hard to tell apart if the dogs' bark is a true or false alarm.
The same applies to the second part of the quote.
Just because a man is verbally articulate doesn't necessarily mean that he's a man of great intellect.

A good man, does not do a lot of talking, but shows in his works and deeds, in the strong muscular way. He does not use his strength by talking. Same way with a good dog. A good dog does not do a lot of barking. When a dog barks a lot, it shows that he is frightened. A good dog is quiet and uses his ability , when needed.

Just because you talk all the time doesn't mean you have anything to say. (Think of a politician- smooth talkers- not usually good men)

I think its accurate. Some people are just smooth talkers, can verbally evade any trouble. This doesn't they aren't getting up to trouble

To decide the goodness of one, it goes beyond words that are uttered out of one's mouth. Words can be deceiving, one can be trained to speak well (and lies). It's what lies beneath/inside the individual that matters.
