Keep fruit and kitchen waste well to the center of the pile, surrounded by yard waste, straw (other such 'brown material'). In other words, bury it in the pile 4--6 inches deep.

i love to compost ! sounds like you may have it too wet ? if not do as was stated earlier ,cover it in the center . use more clippings to kitchen waste . make sure you are not using meat or dairy too . all else fails move the thing of leave off the the gooy stuff for a few days.
p.s a compost pile should not smell bad if it is working properly .

Yes, I agree with the lime theory. Garden lime will also help to break down the organic materials more quickly.
