I hope you're not thinking Shounen-Ai, but if you mean friendship, then I think it is possible.
They can also be best friends and help support each other. Both of them have great power and both are different from the rest of the shinobi of their village. Sasuke is really his own person and intrapersonal where Naruto is really out-going and interpersonal.
Sometimes opposites attract, so they would be great for a great friendship. I'm not saying that do don't have a friendship right now, but I think they would make a good friend couple...
(I'm only saying as friends. Not shounen-ai, which is out of the question and really weird and unordinary)

Never in a thousand years would I think Naruto and Sasuke would make a good couple. Now Kakashi and Tsunde I think would make a nice couple because they are both powerful and smart.
