We temporarily used our T-Mobile sim cards in our Cingular phones while Cingular was trying to straighten out our initial account set-up. We were able to use all the phone functionality but were using the T-Mobile network. I don't have experience with Verizon but, if the sim card fits the phone, it's likely the phone would work - just on the Cingular network.
