You're mixing up things, Eurodollars have nothing to do with the European currency, the Euro.

Eurodollars are simply dollars that are held by banks outside the USA, not under the juridiction of the FED (which could be anywhere in the world, not only in Europe, actually China holds the biggest amount of foreign reserves in Dollars).
They're called Eurodollars because this phenomenon started in Europe.
Petrodollars are a particular kind of Eurodollars, linked to the oil business.
